Unable to push agent to host through OEM Web UI

Hello all,

I am currently on Enterprise Manager Cloud Control 13c Release 4 version 13.4.0.0.0 .

When I tried to Add Targets Manually,

It keep load on Initialization for hours and doesn't move on, it even doesn't have any error message but keep loading,

when I check the log in /u01/app/oracle/gc_inst/em/EMGC_OMS1/sysman/agentpush/xxxxxxx

cfgtoollogs, logs, prereqlogs directory are all empty, only applogs directory contains the deployfwk.log and ui.log and both are attached.

Please help as I have been stuck here for quite a while. Thank you in advance.
