Estimated Costs were recorded as Actual Costs in EAM Work Order

Hello, We have an odd situation in 12.1.3 EAM. 

As you can see from the screen shots, on the Details screen in Maintenance Super User, charged units were 129 Hours.  In the Summary screen in Maint SU, charged units were 229 hours.  On the Estimated Hours screen, you see 100 hours estimated for the same resource.  It seems to me that Oracle EAM included the 100 hours as a part of Charged Units.   We verified that these hours were indeed charged in G/L but the user only recorded 129 hours.

This has happened several times so far.  I've opened an S/R, 3-24049519831, but nobody is responding to it, so I thought I'd ask the EAM Community if they know what is causing this?  It caused us to overcharge the work order by 100 hours.
