What is the Owner ID that is being referred to in this Patch?

PeopleCode was modified to stamp the Owner ID in a record used for the MA Paid Family Leave Reporting.

Just trying to get some clarification about this as we do not see any differences in the files produced from Tax Update 20-B and Tax Up[date 20-C.
