How can I assign a decimal value to a RUN-TIME resource within a process manufacturing operation?

We have one operator that covers more than one machine during a process operation. 
As a result our users want to enter a decimal value to reflect the partial labor resource assigned to the operation.

If I'm looking at this correctly, the gmd_operation_resources database indicates the fields
(a) resource_usage has a type = number and allows values of 1.5, 2.5 or 7.5
(b) resource_count has a type = number but does not allow decimal value entry; FRM-50006 error returned.

Perhaps there is a configuration setting I've missed that will allow me to revise and give users the ability to enter a decimal value.  Please help....
