Calling Rest Web Service using PL/SQL

Dears ,

Can Any one help to solve this problem

When i tried to call create AP Invoice rest web service using SOAPUI i can get the web service response error as (This invoice number already exists. You must provide a unique invoice number. (AP-810776) ) .

while when i tried to call create AP Invoice rest web service using PLSQL ,i got the web service response error like that (¿LNU¿+¿MJ-RH¿)JML©TH ) .

it is unreadable
