xcenter-15.0.1.168-XST-0.0.0-1 node/server 1 failing to identify & join cluster.

2 servers/nodes running on Linux OS

WebLogic Server 12.1.3.0.0

both have 

replication.cluster.channel_id=OracleRetail Xstore Office Replication Cluster

Should this be a numeric value?

This appears to be working as is in a different environment.

Anything else that should be checked?
