How to Set one Collection Plan Element "Read Only" Based on the value of another Collection Element

Hello All

We have a requirement to Set a collection plan element as read only based on the value of another collection plan element.

Business Case - We have created a collection plan to capture Inspection data of the PO Receipts. In this Collection Plan, we have added 2 Collection Elements - Shift Type (Morning/Day/Night) and Charges. If the Shift Type = Morning/Night, user can enter charges for performing the action in that shift. However, if the Inspection is happening in "Day" Shift, No charges are allowed thus we want to set the field as Conditionally Read Only.

Please suggest a way to achieve this functionality.
