Trouble viewing concurrent output in word when launching from chrome

We have been using Oracle E-Business for years and years.  over 20 to be honest.

We have always used Internet Explorer since release 11i.  Somewhere during the 11i years we were able to configure the report viewer to allow opening output in Word or Excel.

We have been on 12.2.4 for the last 5 years using IE.  With upgrade to 12.2.9 we decided to activate the java web start and use Chrome.

We are finding when trying to view output in word or excel (pull down for viewer option) the text reports are coming down as .txt and open in notepad not word or excel.
