SSH via putty

Hi

We have two new installations of Solaris 11.4 getting the below error when trying to login as root via putty.

SSH in to two new servers fails.

Ssh has been setup correctly, checked and double checked

Remote login has been allowed in /etc/ssh/sshd_config (checked and confirmed)

SShd -d shows a failure with the 22 port

No firewall blocking port 22 can login via putty with new user works ok then su to root no issue.

Any help much appreciated.
