Acme packet local-policy call routing

hi all!

when getting 1st message from sip-server acme forwards it correct, sending to sip-provider,everything is fine.

INVITE sip:03379771111111@10.128.2.27:5060 SIP/2.0
From: <sip:11174952222222@10.128.2.101:5060>;tag=007FF422-568F-1F66-934B-1E01800AAA77-4881718
To: <sip:03379771111111@10.128.2.101:5060>

But after some sip-session messages in our call we can get from our sip-server such invite as:

INVITE sip:79771111111;phone-context=+1@10.128.2.27:5060;transport=udp SIP/2.0
From: <sip:11174952222222@10.128.2.101:5060>;tag=007FF422-568F-1F66-934B-1E01800AAA77-4881718
To: <sip:03379771111111@10.128.2.101:5060>;tag=sip+1+34ef0000+5443f83e

And Acme don't forward it anywhere.

Here is Local-policy for this sip-provider:

Can I make acme to forward reinvites (no prefix 033 in Invite line) ? Why Acme can't forward this message using "To" field.
