Constant account lockout

I recently inherited this position, the guy before me had been here a year and the only documentation I have is what he gave me. We have a JDE account that is getting locked out. When this happens the html page for DV and PY (sometimes PD) is a blank white screen. The only thing we use the JDE account for is when we have to regen a table or do work with the indexes. If I unlock the account they can get in for a few minutes then the problem returns. I've dug into active directory and it says
