Upgrading only database (11g2) 32 bit to 19c as part of 64 bit migration

We have E-business suite with following configuration

OS : RHEL 5

Application : 12.1.3

Database : 11.2.0.2.0

Currently deployed 32 bit application and database on 32 bit   operating system. We want to migrate our application and database to 64 bit, can someone shed some light on following action plan

Upgrade from 11.2.0.2.0 to 19c using note Export/Import Process for Oracle E-Business Suite Release 12.1 Database Instances Using Oracle Database 19c (Doc ID 2615617.1)

Once upgrade is completed configure existing application tier (32bit) to connect to new 19c target database.

In the second phase do the application tier 32 bit to 64 bit migration by following  only section Migrate the Application Tier tasks from note Migrating to Oracle E-Business Suite R12 from Linux 32-bit to Linux 64-bit (
