DFF for Fliexfield Segment

I am trying to activate the DFF for the GL Flexfield values segment Company and Product code. I created a new 'Context Field Value' under application 'Application Object Library' and Title 'Flexfield Segment Values' and created a segment and linked it to the value set department. Initially it did not work, however, after several days and  recompilations I was able to see the DFF with LOV to the department values. Now I am doing the same thing for another flexfield segment product code, however, it is not working at all. I tried in another test instance but the same.

Am I missing some process or not on the right path.
