1700+ trace files created daily on an idle 19c instance. What is the fix for this issue?

We are seeing a daily average of 1700 files being created in /opt/oracle/app/diag/rdbms/dev/dev/trace  mostly .trc / .trm  files since installing 19c and creating a new instance.

On our 12.2.0.1 system we see less than 200 created a day. The 19c system is NOT being actively used while the 12c instance is being used.

The m00n type files have messages reporting MMON SLAVE [Automatic Report Flush] cleanup /start& stop. The joon type files are reporting (kkjspub): Slave was not marked as idle.

Alert log is not recording any ORA- errors.
