Guidelines for configuring Rates in Atlas

We have two options to configure rates

1: Create A Rate Record with multiple Rate cost lines

2: Create Multiple Rate Records with One Cost line each

In both the approaches we will put the constraint on Order Release level telling the particular rate to be picked up so OTM doesn't need to evaluate all the rates.

From performance prespective which is approach is better? If we go for first approach then we will have lets say 100-200 rate records with 100 cost lines in each.

If we go for approach 2 then we will have 10-20K rate records with one line each.
