Siebel Database Refresh to DR Env

Siebel Database Refresh - PROD to DEV Env

We are in recently upgraded 20.4 version. For our new enhancements, when we are developing and performing configuration changes, in order to debug, we are missing new data in our DEV Env and thus it becomes a challenge for developers to debug. If we refresh, we will lose our Design Time Repository which is not a viable option. Hoping to get some direction from someone in this community who had this similar situation.
