Has alert and pop-up functionality changed for RPAS v19?

In my v19.0.003.10 docker VM from Oracle as well as a Stage environment on the Oracle Cloud, I've noticed a change to alerts that I am not sure is intentional.

In v18, when you kicked off a workspace build, once it is done, it would pop-up a floating message in the top-right. You clicked on it, and it would open the workspace.

At the same time, you would have a new entry in the alerts icon on the top left. Not only for workspace builds, but also for other activities, like a workspace commit.

None of this is happening anymore in v19. Alerts stay unpopulated. And to see if the workspace is done building, you need to refresh the side-bar which lists all created workspaces.
