Time and Labor Rule Template 560

Were there any changes to Time and Labor Rule Templates in PUMs 34 or 35?  We just implemented these and are now running into an issue where we have a custom rule built on Template 560.  The rule should convert 1 hour of reported time coded to a specific TRC to 3 hours in payable time.  The hours are being processed through Time Admin but the conversion is not happening as payable time shows 1 hour.
