Approval Review Sales Order Menu Display Nothing, When The Data With Waiting Approval SO F4209.HORDC

Hi Expert,


Can anyone please explain to me why this case is happening?
In Work With Held Orders (P43070) it show nothing
But when check it using databrowser for SO with hold code M1, there's record exist

So why it doesn't display to Work With Held Orders (P43070) menu?
Please check my F4209.xlsx record at attachment, sheet = THIS
