CSI: Auto-Split Instances During Instantiation - why doesn't it work on child instances create from

CSI: Auto-Split Instances During Instantiation is set to 'Yes' - this is suppose to create multiple instances equal to the item quantity upon instance creation in the IB. However, it does not work for items within the BOM, it only appears to work on the item from the interface transaction (order line).

Example:

Is this a feature or BUG? If it's a feature, please explain. If it's a BUG is there a datafix and patch, or do I need to raise an SR?
