ora-27090 upgrade GI and RDBMS

hp-ux 11.31 upgrade from 11.2.0.4 to 19.3.0 GI and RDBMS.  For GI we received warning about not using async io but for the RDBMS we are getting errors

ERROR     = [ORA-12801: error signaled in parallel query server P002 ORA-27090: Unable to reserve kernel resources for asynchronous disk I/O.  Generally HP-UX does not use async i/o is there a parameter to set that might avoid this error?
