Effective date in address book?

When using the effective date in address book and running R01840 to update, is it possible to create security that would grey out the address fields unless you change/update the effective date? Thereby locking in any change to the address by effective date?

We have tested this functionality in our test environment and like how it retains the previous address and allows you to put in the next address by using the effective date, however the system allows you to change the address...even if you do not change the effective date, thereby not retaining the actual previous address. We would like to utilize this as a way to view past addresses, however cannot rely on it if you can still change the previous address.  We would like to lock the address so only if the effective date is changed can they put in
