Proposal Institutional FNA rate

When  proposal budget is entered and the proposal has both FNA pricing set up and overall cost share populated, the  Institutional cost share FA rate on the budget screen gets  calculated.

Can we stop this from getting calculated ( the institution base and rate under the FA pricing screen is blank. Only the  budget box is populated with fna rate).?

We only want the sponsor FNA to be calculated not the institutional cost share  FNA on below budget screen in proposals. We are on PS 9.2, PUM 33
