TNS-12542: TNS:address already in use (MS Windows Server 2008 R2)

Hello Friends;

You've probably encountered the error "TNS-12542: TNS:address already in use" in MS Windows 2008 Server.

You also can see these information in %ORACLE_BASE%\tnslsnr\<server>\listener\alert\listener.log file.

Why does the error ocurr?

Our servers was working fine until MS Windows Server Administrator applied few days ago some Windows updates; but today we needed to restart listener services, it was then that we realized that the listener has an error at startup and all servers has the same error.

When looking for the latest updates, we found these corresponding to the date January, 15, 2016. Most of them
