Can Non Catalog requests be used for Blanket Release

We are 12.1.3.  We have been using  Iprocurement Punchout ( Direct Supplier site - Model 2) .Have a master contract agreement and Standrad PO's are auto created / approved with reference to  Global contract.

We are planning to use Non catalog requests   from Iprocurment. If we have  put a Contract  agreement reference in Non Catalog request, then  Releases (Standard PO) are getting created post requisition approval. If the Noncatalog created  for a Supplier ( which has a Global Contract), then  also Releases (Standard PO) are getting created post requisition approval wrt Contract.

Question is - Can the Blanket agreement be used ( with   - PO line having only Purchasing Category without reference to Item)  to create Releases if  Non catalog request is referring to the same Purchasing Category used in Blanket agreement. or Non catalog request  support only  Contracts?
