    We have the same issue and have looked and looked for why, and cannot find any support on it.  I opened an SR on it and applied all the patches i was told to and it completely destroyed the environment.....You couldn't even open the forms in AR anymore from their crazy freaking patches.  To make a very long story short, they haven't got a clue why this happens....I have seen several posts on this exact issue and like this one, no one has posted with a solution.  If i find it i will spend the time to go back to each of the posts i found on this and tell you what it was!   God do i hate EBTax!!! It was so easy in 11i and now its a freaking train wreck...and we have to fix it :)
