The GL Journal Approval standard workflow only supports using the HR Manager/Supervisor Hierarchy. The "Journals: Find Approver Method" Profile option values simply control whether the workflow will require multiple approvals going up the chain until it finds one with sufficient authority, or if it will skip. But either way, the employees/supervisors will need to exist in, and approvers will be derived based on the HR Manager Hierarchy (and the Supervisors' journal authorization limits). To depart from using the HR Supervisor hierarchy, you'd probably need to customize the workflow.
