Vacation Rules doesnt work

Vacation rules doesn't work in 12.2.4 for this scenario.

User A raises a notification that needs approval by user B 

  User B gets the notification and approves it but it needs another level of approval from user C 

  User C is on holiday and has an active Vacation Rule that delegates his responses back to User B .

User B is not getting delegation notification to approve from user C as User C is on Vacation.

  This scenario worked in 12.1.3 version. It stopped working only in 12.2.4 upgraded version.

Please suggest any workaround as it very important for the business as controller goes on vacation he needs to delegate journal approval to his immediate previous approver.
