Oracle Enterprise Manager Database Console 11.2.0.4.0 Accessibility Mode Disabled

Hi.  Dumb question here.  I'm on Standard License.  So now there's NO Database Console?!  It's running on the server:

$ emctl status dbconsole

...

Oracle Enterprise Manager 11g is running.

DBconsole is available for the standard edition databases (but some of the features which require management packs, may not be available, since the management packs are not supported with the standard edition). 11g is the terminal release of dbconsole.  If you have a 12c database, then there is no longer any dbconsole.

If this is a new database, it's possible that you have not configured dbconsole.  You need to use an emca command to create it - eg.
