Situation

Due to the sensitivity reasons you want to hide the item Cost details to certain users

Challenge

Already Item cost calculation and updates are restricted at responsibility levels. But from the item form, any user is able to launch Item Cost details to view this information. Hence you may want to restrict some users from seeing these details even through launching the item cost details from Item Form.
