How to pre define Item Quantity at Part level, so that while creating Sales Order it will check the quantity limit and note message appears that entered quantity exceeds the limit.

Unfortunately there is no standard functionality for this, which is a shame, as it is a commonly requested feature from clients.

If you look at Note "Need To Create Minimum Quantity That Can Be Ordered On Quote Or Sales Order (Doc ID 1458867.1)" it gives a link to an ER as well as suggestions on how to achieve what you require.

Bascially, you will have to use Forms Personalisation to achieve the functionality.
