How to restrict users from accessing plan 'A'

Plan 'A' and Plan 'B' have  the same Org assigned to it  . In the workbench user is able to view both the plans (Plan A  & Plan .How can we restrict the access so that user is able to view only Plan 'B"

But our requirement is to restrict plan which can be viewed in the workbench

You could use a personalization to shut the form depending on the user and the plan.  You would have to create a lookup indicating user / plan restrictions.

If I understand correctly , plan will be visible in navigator ,but when user when right clicks to open any form , the form can be closed by personalization. Please confirm
