Deployment of BI_PUBLISHER STANDALONE 11g in high availability

Our BI-PUBLISHER 10G DEVELOPMENT AND QA  environments are hosted on a single server and share the repository and SCHEDULER  DATABASE,

We are  working to  move this two   environments to  a BI-PUBLISHER  11G    high availability environment running in  two  WINDOWS 2008 R2  servers;

we already have WEBLOGIC installed on both servers and want to do do  the job in  two stages first BI-PUBLISHER installation, THEN bi-publisher configuration

Could   someone help me answering following questions:

1.Regarding installation  do  I have  create a new BI  system in the  first  server and scale out in the second server..? yes or  not

2.Regarding  configuration  do I have to  configure a new  installation in the first server and  scale out in the second  server...?  yes or not
