how do i install BI Publisher desktop for PeopleSoft

I tried to install BI publisher desktop from this link https://support.oracle.com/epmos/faces/PatchDetail?requestId=13691647&_afrLoop=319101761712938&patchId=12395372&_afrWindowMode=0&_adf.ctrl-state=1cehfgqv6e_4 but it didn't seem to install anything, including the MS Word plugin we need to use.  I need to know which version of BI Publisher desktop I should install and then how to install it.  We want to use it with PeopleSoft 9.1, on Windows 7 (32-bit) machines.

We have one person on my team up and running with BI Pub desktop, but he installed it so long ago that he can't remember how he did it so we need to find step-by-step instructions to get us up and running asap so we can convert our old Crystal reports to BI.
