E-mail sent from XML Publisher Bursting do not have DateTime header.

Is it configuration issue?

Because of absence of this header some or the mailservers returns mail with "smtp; 554 Message is not RFC compliant; missing "Date" header"

Version 5.6.3 built in EBS 12.1.3.

That is not an issue I have seen before.

However, start by checking the doc below, apply any missing patches:

Thanks for reporting this. I've checked this internally and I have validated that as you have mentioned, BIP does not set the Date header when perform the email delivery.
