Global update program P09803 (Change Object Accounts) giving strange duplicate key error

P09803 (Change Object Accounts) is a global update program that lets you update object accounts on the Account Master table (F0901).  You provide Company and/or Subsidiary, as well as From and To Objects.  When you click Ok, it submits batch program R09803 (Global Account Number Update), which actually performs the updates.

We are running EnterpriseOne 9.0 (TR 9.1.5.9)  Our Controller reported an issue regarding this program.  She had provided a Company, From Object, and To Object.  Accounts existed for the Company / From Object combination; accounts did not exist for the Company / To Object combination.  Her request was therefore valid.  However, when she clicked Ok, instead of submitting R09803, the program displayed the following error message: "JAS_MSG317: Duplicate key not allowed. Please correct the duplicate key field."  This message seemed wrong.
