Why does the 'Save As' File Type Default to .XML After Export to Excel?

In some situations, ex. using MS Office 2010 with Google Chrome or Internet Explorer 10, the following pop-up message appears when you try to open the Excel worksheet:

'The file you are trying to open, 'export(x-incremented number).xls', is in a different format than specified by the file extension. Verify that the file is not corrupted and is from a trusted source before opening the file. Do you want to open the file now?'

Also, the default file type is coming up as .XML instead of .XLS or .XLSX when you then try to save the output. Is this a bug?
