Required Field Error while Creating New Record in Pick Applet

Issue is with Siebel Open UI version 8.1.1.11 (available till date - patchset 7).

Scenario:

There is picklist applet with new record enabled at prospect list. BC has few required fields however the data is not available for all required fields in this list applet's existing records.

Issue:

User click new button to create new record and gets error as <field name> is required field. Also instead of opening edit mode, a new record seems getting insterted in list itself.

Solution:

Keep edit list as is i.e. based on list items however create edit mode based on Contrrols (do not include a single list item in edit mode).
