Receive ASN with serial controlled items in forms or MSCA without enabled WMS?

We have a unique item under serial control that averages a shipment quantity on a po of 400 approximately every two weeks. The challenge for the receiving department is to transact the serial number for it almost never comes in a nice clean range. The hope was to use as ASN with serial numbers entered in the supplier's iSuppler portal and then receive in the forms. Doesn't look like that is available. The next hope would be to utilize MSCA. However it appears you need WMS enabled and that is currently not an option for the organization. Is there
