Can we create ECO in Item Master Organization

Hi

Is it possible to create Engineering Change Order in Item Master organization?

We are planning to interface from legacy system to Oracle. In Legacy system , Client create Items through ECO(through internal system)and after few month later, item will be assigned to required organization. We are planning to interface these Item from legacy to Oracle through ECO. First assign to master organization and when the item is assigned to respective organization, the same interface program will update to organization.

So, is it possible to create ECO in master organization..
