WIP Job Status: Complete - No Charges

Before I start the writeup I want to thank the guidance received from and @dmillerp @Srini-S, before I analyzed further to look at practical scenarios and inputs from other publicly available documentation and blogs.
Oracle has introduced a WIP JOB Status "Complete - No Charge" which has very special use to control the charging of costs to a Job that is apparently completed but not yet completed in terms of usage of material against the job.
In many real scenarios you complete the production of item against a Job Order but recording some of the administrative and operational activities would be still pending. In principle,for the ERP System like Oracle EBS or other top applications the quantity completed = Quantity to be made implies the production order is completed. But as mentioned, counting or computing of the material really used to make the items and subsequent entry of the usage will take some time after the job is completed.
