Concurrent Processing Workbench (FNDRSRUN) Error 'This query is not allowed because it would return

Concurrent Processing Workbench (FNDRSRUN) users may report the following errors during copy or submit attempts:

"This query is not allowed because it would return all rows. Please enter some criteria to reduce the rows that will be returned."

The error can occur in any of the following cases:

1. Submit a New Request

2. Submit a New Request Set

3. Copy a Request

4. Copy a Request Set

For any of the above cases, on completion of a submit or cancel the error occurs during requery of the jobs list.

The issue may also be related to the installation of patch 25638181.
