JRE 1.7.0_261 (7u261) is certified as a desktop client JRE Plug-in for Oracle E-Business Suite R12 as outlined below.

JRE 1.7.0_261 (32-bit) is certified as a desktop client JRE Plug-in for Oracle E-Business Suite 12.2 and 12.1 on the following Windows operating systems:

• Windows 10 (32-bit and 64-bit)
• Windows 8.1 (32-bit and 64-bit)  

JRE 1.7.0_261 (64-bit) is certified as a desktop client JRE Plug-in for Oracle E-Business Suite 12.2 and 12.1 on the following Windows operating systems:

• Windows 10 (64-bit)
• Windows 8.1 (64-bit)

Java Deployment Technology (JRE 7 Plug-in users)

Since JRE 7u161 the Java deployment technology is no longer available in JRE 7.
