Dynamic RECLAIM not working as expected

MVC MZ0314 is a T10000 partitioned cartridge.

It is in FULL state but have 91 unused partitions.

Why a Dynamic Reclaim does not remove the FULL status ?

Customer understand that with 91 unused partitions the FULL status should be removed and the MVC available for use

Below is Summary of the process used to document this issue.

SR will be created and full documentation uploaded.
