WARNING: vsnnum_full is <number>

After recently upgrading one database from 18c to 19c (19.8.0.0.0 according to v$version), alert_<SID>.log starts to show this line:

WARNING: vsnnum_full is 319291392

We checked another database directly installed as 19c (also 19.8.0.0.0) three months ago, not upgraded. Its alert_<SID>.log has

WARNING: vsnnum_full is 319225856

Apparently, 319291392 is 13080000 in hex and 319225856 is 13070000 in hex. They probably mean Oracle version 13.08 and 13.07 respectively. Regardless what they mean, why do we get warnings? Although a warning is not an error, it's not as benign as just info. I'd like to know its implication and any action we need to take if any. Nothing useful comes up when I search MOS or the Internet.
