Why won't why my 11.2 EPM Services start? Connection refused: Connect errors

This is a fresh new install of EPM 11.2. While there were some stumbling blocks on the configuration, I eventually got all components configured successfully (according to the Config Utility) including having Deploy To Application Server successful for all modules with green checkmarks.  This includes the Web Server (Weblogic) configuration. It also deployed successfully.

However, when I go to the Start Menu and click on "Start EPM Services", none of the services end up starting successfully.  I know a big part of this problem has to do (at least partly) with the WebLogic admin server not starting successfully in the first place.   But I can't find any logs to explain why the WebLogic server is not starting.
