Windows Oracle Fail Safe Is alive poll failed on resource with error code 1

in Database Administration (MOSC) Question

I'm trying to help our customer to fix Oracle Fail Safe cluster 4.1.1 running on Windows 2012 with Oracle database 12.1

Because the second node in cluster wasn't use for very long time, a lot of things happened including deletion from Active Directory, resources where also bad configured by someone, cutting the story short I had to reconfigure the Fail Safe cluster, deleted the cluster resources, deleted all Oracle database related services and both listener.ora tnsnames.ora files on second node.

Now the problem is that when I'm trying to add Oracle database resource to group in Fail Safe manager then both Oracle database and cluster listener gets created and onlined on first node, but on second node only listener resource gets onlined then it fails trying to bring database resource with error message: Resource PDB timed out trying to come online Failed to bring cluster resource PDB online. Check Windows event log for messages.
