How to duplicate existing Requisition when Project Owner (on initial Req) has departed?

in Procurement - EBS (MOSC) Question

User wishes to duplicate some complex existing Requisitions with Project allocations. However is prevented from doing so (hard error) as the Project Owner named on initial Req (defined in PPM module) is no longer with the business.

Initila requiistion cannot be edited as has been fully processed and PO created and consumed.

Can this issue be overcome or is manual creation of fresh Requisition the only approach?
