W-2 consent electronic default

Has anyone implemented a way to default all employees to receive only an electronic PDF W-2, with the option of receiving a paper W-2 in the mail?

We just started using the W-2 Consent last year after spending the year promoting it, and trying to get employees to opt-in. Not as many employees opted-in as anticipated so we would like to possibly default employees to electronic only, with the option of receiving a mailed paper W2. We would still need to reset for terminated and those who are unable to login, but that number is far less than what we currently have to print.
