How to generate suggestions based on container dimensions?

System isnt working well calculating volume and weight during picking suggestions 

We have an item setup with UN/CA/PL being PL the larger and license plate UOM, CA UOM is setup with a container XXXX. In a picking suggestion for 10 CA, the system isn't calculating both volume and weigth based on the CA quantities and container XXXX, the system uses the UOM UN instead. Any toughts??? Thanks
